This penstemon looks so much like Penstemon strictus that I can hardly tell them apart. I think that the flowers of Payette Beardtongue are a slightly darker shade of blue (less purple), although it is impossible to get the colors totally accurate with my camera.
Penstemon payettensis is a tall species that grows in regular, well-drained garden soil. It doesn't seem too fussy.
